Ken, We don't have a SOP on the topic but we do coordinate extensively with our city Purchasing Department. We have to abide by our city Procurement code and purchasing guidelines. Our Purchasing Dept provides us with contracts and example RFP's and give us boilerplate language that must be included etc. We also have a city sponsored "contract administration" class that covers writing and administering contracts. If you are a contract administrator you must attend the class. We found that much of what goes into an RFP or contract is dictated to us by purchasing, legal, Risk Mgt, HR or IT. They all have to review every RFP and contract. We also rely on our PD Budget Office as they are also very knowledgeable of the procurement rules and regulations. I hope this helps some.
